With the drop rate as low as it is, Blizz should have named the quest "You Gotta Be Chitin Me."
The best strat I've found to do this is just solo follower dungeon City of Echoes and just clear all the trash up to the 2nd boss, I found that anything after the 2nd boss is just a waste of time as a majority of the chitins from this come from the mobs before the 1st and 2nd boss!

Description
Well now, this is certainly an interesting specimen. It seems the original creator who worked on this creature made grave errors in balancing the genetic materials. No wonder the creature you encountered was an abomination. What terrible technique! With the right materials however, I may just be able to perfect it. Siesbarg here will be our test-subject.
