I had issues with this quest. The witness part of the quest did not work. I disbanded and repicked up quest and that did not work.
I had to disband quest, log out and back in for it to work correctly. It's a very slow quest so it takes a while (not over 2 minutes)

Wasn't getting credit for activating the Vizier's shadecaster. Abandoning and retaking the quest fixed it for me, just activate them slowly.

Was able to do this quest at 78. did have to abandon relog for it to work. Was showing up on the map oddly, it's the big spider in the middle.

What We Still HaveCity of Threads · Level 78-80
I went into the city prepared--prepared to end this war even if I was ended with it. But I am alive. As are you. As is Anduin. We have new allies and a new way forward. I realize at this moment that my vision may have been obscured by my guilt. Part of me feels those words are Anduin's, not mine.
