Yes, as of MoP 5.1, this repeatable quest is still available. At this point, I think Blizz should reduce the requirement from 10 Titanium Powder to five. It'll save alot of time for completionists, and those looking for JC items for alts.
As of 5.2, it seems official that the drop rate for this has been absolutely nerfed to all hell. Four stacks of titanium ore rendered me with ONE....just ONE powder. Hooray, I got gems...sure. But ONE powder out of -80- pieces of ore seems more than a little brutal (middle finger anyone?). This is especially the case since I spent the hours farming it. I know this will likely get me downvoted, but it seems to me that Blizz feels like punishing anyone starting new (or updating their old) jewelcrafters. I feel like there is a cackling goblin somewhere going "JOKE'S ON YOU!"
Finally, another way to get the JC Tokens! Guess I better start stockpiling my titanium to prospect after the release.

Reputation group: Wrath of the Lich King.
Tiffany Cartier's shop in Dalaran will gladly accept these tokens for unique jewelcrafting recipes.
