Apparently this is a breadcrumb only available for pickup in your Adventure Guide? I could not find any NPCs offering this quest.
Once one character in your warband has this quest, it will not appear in the suggested content for any other character. Once the first character finishes the sequence, other characters only need to do the final quest, which can be acquired from Dagran.

Description
Rumors are abuzz of titan forces being sighted around Khaz Algar. Brann has asked Dagran Thaurissan II for assistance in looking into these rumors.
