The quest text kind of implies you have to go find a trainee to take with you. You do not need to do this, they just show up when you're doing world quests in the area.

Imagine being an NPC in the Elysian Court. You're being trained as a warrior, hoping to get your wings as an Ascended some day. Everyday you work hard, training, fighting, studying. You here a rumor of a Hero coming to help take out Lysonia and Uther. You catch a glimpse of him, bringing that much-needed anima. You want to go talk to him, to learn from him, but your tutor makes you do your chores instead. Then one day, you hear your friends whispering: "The Hero will take us for practice!". You're stoked, and nervous. It turns out to be true! Your dream is coming true! Finally! Battle! Glory! Honor! At the side of this hero, the Maw Walker, who already defeated Sire Denathrius. He comes up to you, and you follow him. You hear he will have to finish three quests with you. Eager to finally test your sword. Maybe defeat some forsworn? Finally...
He takes you on a fishing world quest.
Thank you sir/madam

Description
What better place to stretch our wings than right here on our own fields? Take one of our trainees out with you today, show them the ways of combat in Bastion against the growing threats we face here. Part of their training will be courage when facing off against those they thought their brethren. It has been known to break hearts and ranks before.
