At first I could see the quest marker on my map but could not see the NPC to accept it, I had to get half way through the Drust to Drust campaign storyline in order for this NPC to appear on the training grounds.

The quest text kind of implies you have to go find a trainee to take with you. You do not need to do this, they just show up when you're doing world quests in the area.
When Twinklewings is with you on the Training our forces calling she will sometimes after a kill say "I think I see something on the ground, over here!"
Then you can spot a small sparkling thing on the ground that can be picked up.
So far I've gotten a Spiritual Healing Potion, Potion of the Psychopomp's Speed and a Squeaky Duck Bobber.

Description
Get up, trainee, you must get up! Look at this one! Needs much more training before we stand a fighting chance against our enemies. We have precious little time to build combat prowess these days, with so many foes at our backs. Take this one with you today, show them the ways of battle, and keep them safe from overwhelming odds. It is the only way we will make enough progress.
