Visions of the Past: Rise from the Deep

The entrance to the temple is right at the top of the ruins on the north side, around coords 33,76. The attunement point is inside, then up at the top of the ramps where the ghostly visions are at.

then it is extremely likely that you are at a 'spark', but the wrong one.

This is a quick step thru of the quests, as i did them, which may not be the best way, but I hoped to have enough info, in each step to get you through, even if starting in the middle of the steps somewhere.

======NOTE for the next 9 steps, if you are interupted, leave area, dismount from vehicle naga, return to the location in step 1 and use the "Blade" Quest Item, then continue at what ever step you are currently on. ======

1. Goto approx 40.5 , 75.5 - youll see the spark on the sea floor in a circular ruins. This is on the East side of the temple mid way down the length of the large Temple/Building Complex, on the SOUTH end of the field of "short" ruins ON THE SEA FLOOR :-)
2. Click the blade in your bags, you get a quest line from that point, from 'Fathom-Stalker Azjentus' - Kill the 10 Kvaldir required
3. Then continue on to quest 'The Revered Lady' (Straight North)
4. Complete with Lady Naz'jar (@ approx 39.4 , 59.0) and aquire new quest 'To the Fathom-Lord's Call'
-- Note: at this point you get a message " Further attuning yourself with the Battlemaiden, you have gained a new ability! "
Check you vehicle action bar
5. GO UP Vertically till you are at the top of the building complex, Kill the 16 Kvaldir required (other locations may be available)
6. Upon quest completion go to 'Fathom-Lord Zin'jatar' one level up from the sea floor (@ approx 36.4 , 78.6) turn in quest and then look around nearby for the new quest from 'Sira'kess Tide Priestess' called 'Built to Last'
7. Stay on that same level (one level up from sea floor) and click the blueish bird bath quest item-thingers x6 and return to 'Sira'kess Tide Priestess' at same location (@ approx 37.2 , 77.5) Turn in quest.
8. Go back to nearby 'Fathom-Lord Zin'jatar' for next quest 'Not Soon Forgotten', GO STRAIGHT WEST on the same level (on up from the sea floor) and find 'Varkul the Unrelenting' at the opposite side of the complex (@ approx 28.5 , 78.5)
-- Note: some may recognize this as the place that they where getting the Further Attunement error
9. Upon killing Varkul, you get a "soft turn in" of quest in your log, then the attunement quest auto completes and ports you back to the location where you started all this (@ approx 40.5 , 75.5) on the sea floor. Turn in quest with Wavespeaker Valoren.
-- Note: Remember the location of 'Varkul the Unrelenting' (@ approx 28.5 , 78.5) as you return there in step 11

10. Do the "non-naga" quests until you get a quest to again "continue the story of the battlemaiden"
11. Return to the spot that you killed 'Varkul the Unrelenting' (@ approx 28.5 , 78.5) and click on the blade newly put into you bag completing the quest.
12. Obtain the new quest from Lady Naz'jar 'By Her Lady's Word' , Talk to the 3 naga on the way east, When quest completed go to the ledge (@ approx 46.2 , 79.5) further to the east and turn in quest with 'Fathom-Stalker Azjentus'
13. Aquire 'No Trespass Forgiven' and 'Stolen Property', continue east and turning to the south, as you go grab the quest 'Setting An Example' from Executioner Verathress (@ approx 57.2 , 85.2)
14. Aggro the Kvaldir High-Shaman from the building Very near by and simply run back to Executioner Verathress.
15. Continue killing the 20 Kvaldir as you head south from here, find the cup looking item with the quest completion '?' on top of it. complete and obtain 'Chosen Burden'
16. Return to the ledge (@ approx 46.2 , 79.5) and turn in 'No Trespass Forgiven' and 'Chosen Burden', obtain quest The Culmination of Our Efforts from Lady Naz'jar who is now on the ledge.
17. Quest 'Visions of the Past: The Slaughter of Biel'aran Ridge' Auto-completes and ports you back to the west side of the main complex (@ approx 29.0 , 78.5) Look around and turn in quest with Wavespeaker Valoren.
18. Take the offered seahorse back to the Tranquil Wash, and turn in quest with Captain Taylor.

19. Obtain the new quest line for the "concluding story" in the Tranquil Wash
20. Goto the top level of the temple and from the north side enter the large building in the center, and goto the top level inside the building to the spark (@ approx 33.1 , 77.9) and click on the blade newly put into you bag completing the quest.
21. Obtain the new quest from Lady Sira'kess 'Devout Assembly', upon leaving the building to the north also get the quest 'Her Lady's Hand' from Lady Naz'jar just outside the building
22. Kill enemies nearby on the top level to complete 'Her Lady's Hand' and look for the purple-ish "bubbles" for the Priestesses, simply talk to six of them,
23. Then head to the very North end and down the long stairs one level of the Temple and speak with Fathom-Caller Azrajar (@ approx 33.1 , 61.0) (top level in the area, though this is on the mid-level) to complete 'Devout Assembly'
24. Head back up and south and turn in 'Her Lady's Hand' to Lady Naz'jar (@ approx 33.1 , 75.9) and then head inside and turn in 'Devout Assembly' with Lady Sira'kess (@ approx 33.1 , 77.9)
25. Obtain 'At All Costs' from Lady Sira'kess and kill 20 enemies in that same area. Turnin with Lady Sira'kess and Obtain 'Final Judgement' and head out of the building turning right to the East.
26. Find Lady Naz'jar and kill enemies near by, staying with Lady Naz'jar until you see and then attack Hagrim Hopebreaker.
27. Turn in the quest with Lady Naz'jar (@ approx 42.5 , 78.6) You will be ported back into the Central Top building, return to the Tranquil Wash to turn in quest.

The exact coordinates for the ATTUNEMENT SPARK : 33, 78. Its in the temple on the very top floor of that whole structure. If you use Carbonite, select show Quest Givers and there will be a marker for Lady Sira'kess. She is directly adjacent to the attunement spark. The coordinates people have mentioned below as 28, 79 are for an earlier spark.
