You do not have to make it yourself. You can buy it off the AH to turn in if you like.
If you are on this page and you see that the world quest is up, but it's not showing on your map, you first have to unlock Shal'Aran. If you have already unlocked everything on another character, you can start with this quest Khadgar's Discovery. Finish the storyline on that page and the world quest will appear. It took me about 10 minutes.
You can get the level 3 recipe, even if you only have the level 1 recipe.
