The fishing rod that spawns Vicemaul will phase out if the Naga Assault world quest at Fletcher's Hollow is active. This quest is still doable though, but it will take some work or some patience. The Naga Assault only phases level 120 characters. A character that's below 120 will not be affected, and can spawn the quest mob.
Essentially, find a character that's leveling who can spawn the mob, and pull it out to the outer edge of the quest circle and kill it. Easy for me, since I have multiple accounts. Your mileage may vary though.
If the rod does not spawn for you, log out and back in.
I waited for about 5 minutes for it to respawn for the WQ and it never did. A /rl didn't fix it either.
