This quest seems to be bugged for me.
Whenever I go to try and turn it in it's showing me what I assume is the quest ID (54485), and all Halford says is "Did you find anything on Ashvane?" despite having the decoded message in my inventory.
I've tried abandoning it and picking it up once and it didn't work, so I may have to put in a ticket.
Has anybody else run into this problem?
Update: Last night I submitted a bug report about it. Coming back a day later, I was finally given the dialogue option to report in and trigger the conversation.
I discovered there is a long NPC discussion after you hand in the document. The quest turn in will not light up until that discussion is complete. It takes a minute or so.

Description
Well it looks like Ashvane's been out of contact for some time but this 'Patron' thing could be a problem. You did excellent work today, {name}. Those Loyalists aren't going to be thinking about causing trouble for awhile, heh. I'll make my way back. You take the letter to the High Commander.

I'm betting that one page of jibberish is a coded message. We can send it back to Stormwind to be cracked by our codebreakers or we could break some heads and find the cipher here. I'm thinking we'll just save some time and do that. The guy in charge here probably has what we're looking for.
