TheWoWDBAs of 8.1, Ferry boat locations no longer show up on the main map. They do still show up on the mini-map if you are close to one. I have filed a bug report, it would be awesome if others can confirm this and post bug reports as well.

Be aware that the map-marker currently show the "Available quest" marker in the wrong location. The quest-giver is actually located inside the Harbormaster's Office (coordinates: 73.8, 25.1) and the quest is available from Cyrus Crestfall.
The harbormasters office is located on the pier level inside the wall that is spanning the entire port. There is one entrance just next to the docked alliance ship, and one on the 2nd floor just next to the stair leading down to the ship (look for the sausage vendor and cobbler on the opposite side outside.

Now you can use a Ferry in Kul Tiras.
