Hi all

On THis WQ You need to make 3 [item=153439] and give them to [npc=135800] in Brennadam. To do that you need 3 Enchanting Vellum ( you can by them from [npc=141353] in Brennadam He is next to Flight Master ) and 30 Gloom Dust ( I had [spell=255087] ). I don't know do you need to have rank 2 but if quest is not showing up you need to have 40 points in ench. and learn 2 rank you can do it in Boralus from [npc=136041].
