Like was already mentioned, sometimes the crowd just disperses without the add spawining. His suggestion was to wait for Whistle to off CD and then use it again (even if the crowd is not there). If it works for you, then good... it didn't work for me (neither did restarting the quest). So here's a third option... if somebody else comes to do the quest and whistles the mob becomes visible to you as well (and you can attack and complete the quest).
