If like me you have the rank two enchant and keep all your enchanting mats on an alt mail yourself 2 x vellum and 20 x gloom dust. There is a mailbox metres from the quest turn in.
You get +1 kul tiran enchant skill plus the level three enchant as a reward.
With the rank 3 the enchant will cost you 1 x vellum and 8 x Gloom Dust. Not a massive benefit but more likely of interest because the enchant turns yellow until 87 with rank 3 so this is a highly useful reward for those looking to level their kul tiran enchanting skill...like me :)
