If this quest bugs out for you - as it did for me - and you don't automatically pick it up after killing Kohor? You can head back to Captain Pentigast to pick it up. Better than just killing Kohor over and over, hoping that it fixes it.
Not that I did that, of course. That...that would be silly.

It is in the west building, NOT the center fortress. Do not spend half an hour trying to figure out how to stop the caster in a way that will complete the quest like I did.
Box has a 5 min respawn-timer

What to do
Description
With his dying breath, Kohor mentioned the summoning of a demon that could threaten the entire region. He may have been bluffing, but that's not a chance worth taking. This cannot wait for the Alliance's invasion of Desolace to take shape. You must scour Thunder Axe Fortress for clues and bring an end to this potential threat.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Peace of Mind
We are a forward post, charged with monitoring potential adversaries. Once the Alliance launches its Desolace campaign, our work here will ensure that there are no surprises. Recently, one of our scouts was caught and sacrificed by the Burning Blade at their stronghold to the west.
After this quest
Taken from the storyline's own step order.
- Putting Their Heads Together
So it's true.... The parchment you discovered in Thunder Axe Fortress details a powerful summoning ritual. One stronger than the Burning Blade have ever been known to possess. Clearly, this rite must be stopped at all costs!
