For those curious Volcanic is, as you might expect, Fire plus nature. Reflecting Earth+flame. So if the target has a special resistance or weakness to one or the other, it will count as whichever is stronger.
This is a clear reference to the traditional strafing runs dragon bosses that take flight can do, and in particular to Onyxia's infamous attack.
While it's offensive potential is obvious, it's also useful as a mobility skill when you need to travel a short distance in a city, as the strafing run is VERY fast.
This ability is quite is useful for positioning. Evokers don't have a Leap like warriors or venge DH, but this is somewhat close (if a bit slower to set up). Especially with [spell=371806] this can be used to get range on a melee opponent, or dodge a pack of mobs that are patrolling too close towards your exit location - and you can use that 3 seconds of recall to confuse enemies by briefly being in two places at once! This lets you cast positional abilities like [spell=382266] from the right angle and stuff like that as well. The range is 25 yards, just as long as your other abilities, which is pretty decent.
Talent Synergy wise, apart from Recall as mentioned above, Devastation can use [spell=386348] to get a faster recharge, which is useful in town and can be good while gathering in the world and such; Preservation Evokers (healers) might also make use of Recall with [spell=359816]] which has the same movement potential but adds healing instead. Both specs can also pair it with [[spell=371032]] talent and the [[spell=372048]] talented ability to get a stun and extend that to 6 sec - this is available in the main class tree. Which might have some potential in PvP!
However, there are downsides. As I mentioned the animation is pretty slow to wind up, and it does to have a minimum range (even though the character will give a voiceline for being "out" of range) and it will also cancel if you stub your toe on fences and things, or if there are LOS blockers on the ground to where you're clicking, which is pretty annoying when you're trying to cast it quickly, so be careful.
