These contracts are part of the secret campaign for obtaining the [item=186639] and the [item=249713] in The War Within. Each week for 3 weeks you must make one of these deal and pick up the 3 dead drops inside the Manaforge Omega raid for each cartel. each deal lets you see 1 dead drop that week.
