TheWoWDBAfter a brief and completely useless confrontation with support, I figured out (well maybe its written somewhere) that you have to craft a Rank 1 item in order to unlock subsequent ranks. Not willing to risk I did all in front of Muirn Ironhorn (tauren npc smashing the Firmament Stone at Ironhorn Enclave).
