TheWoWDBIt took FOREVER, but this finally dropped for me while herbing in Stormheim . I farmed up a [item=129142] which began the quest The Missing Page. I know that it is just bad RNG, but I farmed over 4k Fjarnskaggl before finally getting the 3rd star. Here's wishing you better luck!

This is still not working for me, you get a buff when you herb that says you'll now mount faster. Mount cast time remains 1.5sec. I've tried with several of the different Legion herbs and a few different mounts, never managed to mount any faster. I've submitted a bug report.
