TheWoWDBI can confirm that the barbershop unlock is account wide, i used it on my max level druid since it can be used only after lvl 48 and my lvl 12 toon had an option to use it at the barbershop.

I suspected as much, but thank you for verifying!Just like Neyribi below me noticed, it's very much mountable if you use Mount Form. This look will be applied both to your normal ground Travel Form as well as Mount Form.
Actually that is not true. The normal Travel Form is generally not mountable (except for the druid class mount) and you need to specifically use the Mount Form that you can buy in the druid class hall from legion - then you can carry people as a runestag too.
