TheWoWDBWarlocks are given Riding Skill (150) when they get their spell to summon the Dreadsteed mount. I imagine the same goes for Pallys, but I've not played one so i'll leave it to a pally to comment on that.

Druids get their 60% Flight Form at level 68 from any druid trainer, for the small cost of 6G 30S. With that purchase comes the Expert riding skill for "free", meaning that you don't have to pay the gold required by other classes. It's not 100% free, but it's still a lot cheaper than the usual training cost.
You are correct; the base cost is 900g. With a 10% faction discount, the cost goes down to 810g. If you also have the 10% PvP rank discount, the cost drops even further to the 720g reflected in the Quick Facts section of this page.
