The cheapest way I found to unlock this is through Alchemist's Rejuvenation

Costs 1x Crystal Vial (80c)
and 2x Green Tea Leaf (75s each on my server)

30g for 20 potions.

In raw materials, this will take

• 
  
• 12x Black Trillium Ore
• 
  
• 12x White Trillium Ore
• 
  

OR if you transmute the Ghost Iron Bar to Trillium Bar

• 
  
• 60x Ghost Iron Bar
• 
  

OR you can do that with access to a miner and smelt 120x Ghost Iron Ore to get the bars

Hopefully you have access to a miner!
