A handy addon I like for working on exalted reputations is Faction Addict. Allows various faction sorting and filtering options and shows wowhead faction urls.
Prior to Cata you were right, but now, its not that hard to get to 25, plus there are a few that one can do to get them to 30 realitively easily. If we apply your statement to after Cata, then only one thing can be said "amen brother!"
