Maybe this is obvious, but as a super casual player I couldn't for the life of me find anything stating 'where' to get the quest to start the recruitment. Literally everything says Reach Exalted and Earn Achievement. I've done both of those and still didn't know where to go. For those of us who aren't so quick - go to the Orgrimmar Embassy to get the quest Guests at Grommash Hold

While in the Shadowlands pre-patch they removed the requirement to be exalted but... you still need to be level 50 (old 12). So you can't do that zone first, get the Secrets in the Sands achievement and then immediately go to the Embassy to start the chain sadly. The totem in the embassy will say you meet all the requirements, but won't give you the quest.
Starting from patch 10.1.5, all restrictions for unlocking Allied Races have been removed, with the exception of a level requirement.
All Allied Races can now be unlocked once you have a level 40 character on your account (was level 50). Blue post.
