I'm not 100% sure what the conditions are for this achievement, but moments ago I just accidentally grabbed this achievement. I was standing all alone next to an Azerite deposit, when all of a sudden this achievement popped up for me after someone else killed an enemy far in the distance. So apparently it's NOT necessary for YOU to be killing an enemy near an Azerite deposit, NOR does that enemy have to be at YOUR Azerite deposit.
TL;DR: You can just slack yourself at an Azerite deposit and watch your achievement counter slowly go up as people elsewhere in the BG kill enemies.
