Item Level Army

Seems to only count active followers - quite hard to say, reading how buged this achievement is (was?) for some.

I had 3 inactive 654 ones and 8 active >650, when I upgraded 2 active followers from 649 to >650, i got this achievement. (rest: 14 followers 630-649 + 1 in training).

I still had 2 inactive 654 followers and 18 active 650+ ones.
Upgrading further 2 active followers to 650+ yielled the follow-up achievement

Bugged or not, it seems you need to level the Armor AND Weapon of 10 followers to 650+, not as the achievements says, to get credit. Blizz needs to be more clear about certain achievements though. I had 11 on 650 'item lvl' but decided to use the upgrade tokens to get some that had armor/weapon below 650 item level then today, bam, got achiev when used on 10th that hadn't got 650+ ilvl in EVERYTHING.

This achievement seems buggy. I upgraded my 10th follower to 650 today and didn't get the achivement. Then i used a +3 armor enchant on a 623 follower and then the achievement popped. I will assume you need 10 active followers with 650, and then you get achievement next time you upgrade another follower with low item level
