As of 11.2.7: doing a Mythic +5 within the time limit indeed awards you with the third tint of the artifact valorous skin. Not only for the class you did the dungeon, but for all classes. Just make sure you've already completed the Balance of Power storyline [storyline=205] with any character from your warband (no matter the class), 'cause it's a prerequisite for the four valorous skin tints.

This didn't work for me. I did some high keys, completed Balance of Power, then did some more keys - still not showing up as complete. Now I'm guessing we need to do all the keys to get this.
