You upgrade your garrison by upgrading your Town Hall on the Architect table. The requirements to upgrade are at least level 90, and you must complete the Twilight Glade quest lines in Shadowmoon Valley which start with Into Twilight and includes Escape From Shaz'gul. There may be additional questing that needs to be done, but once I completed these the quest Bigger is Better unlocked.
