Unfortunately while carrying a cart, your movement is always limited to 100% including monk rolls. The fastest way to do this achievement is to use either Vengeance Demon Hunter or Fury Warrior, who can be talented to Infernal Strike/Heroic leap and they are completely usable with a cart.
