For anyone who has completed all the quests and can't find Overworked Cooks, go to /way #2214 54 77 The Ringing Deeps
If you spawn either Tuskarr Training Dummy or Turnip Punching Bag and then use the frying pan to hit it, the hits do count towards the achievement. Still took 2 frying pans for me. Haven't tested other toy targets though.
