The achievement is granted upon receiving the pet in your bags. This means you will get the achievement even if you buy it from the Auction House.
This also means, that you can mail it around to all your characters to get them the achievement, before actually learning it on the character you want the pet on.

This is no longer part of the meta Achievement "Fool for Love", I quote:
- The Perma-Peddle Achievement is no longer a part of the "Fool for Love" meta-achievement.

This will happen as of patch 3.0.8
Just to confirm - this has achievement has totally changed this year - rather than being a lucky drop, you just have to collect 40 Love Tokens from the daily quests like A Gift for the King of Stormwind.
Get one from a Lovely Merchant in any capital city.
Incidentally, if anyone is looking for a good place to get Lovely Charms, then do Battle Before the Citadel and trample Boneguard Footmen. Got 50 in about 5 minutes!
