Interestingly enough, for quest gear this goes by the base ilvl of an item, not the ilvl if it procs a rare or epic upgrade. I have a 624 version of [item=114886], but ti does not count towards the achievement.

Equip a superior item in every slot with a minimum item level of 608 (prior to Battle for Azeroth).

Entering a level 100 battleground scales up your armor to 650, awarding this achievement if you don't have it already.
