everything in this area had been hostile until i finished the quest Pulling Strings.
after that the area had been neutral and i was able to board [npc=224973].
he is stopping at multiple locations but can be boarded in between.
locations with stops are in the City of Threads as followed:

/way #2213 70.96 67.15
just hop on and sit still until the achievement pops.
