Why does this feel like the exception to what The War Within is trying to accomplish with Warbands? This is the only Sojourner achievement in this expansion that requires the character who is doing the achievement to have finished the campaign quest for the zone - Isle of Dorn, Ringing Deeps, and Hallowfall do not require this. This seems completely backwards with what they're trying to do with warbands.
