To reach the first quest of this chain (The Legend of Mechagon) you have to complete the Patch 8.2 intro quest line (26 quests). It's started with The Warchief's Order (autoaccept on level 120), through the Hearth of Forge quests in Silithus and Highmountain, and up to Save A Friend where you unlock [faction=2373] as allies in Nazjatar. The first quest is a breadcrumb called Rumors of Mechagon available from disgruntled labourer offered in a few locations, such as Nazjatar outside of Newhome and Dazar'alor near The Great Seal.

but can do that up to the threat in that questline as horde right ?
