Before the boss, there are two vendors:
Snix Longpocket <Mechasaur Maniac> sells: "Fireproof" Punch
Skitto Screwjack <Gorilla Groupie> sells: "Shockproof" Soda
Make sure to have more than one of each potion type in bag incase of death. These potions has 1 minute cooldown, drinking both will give Hubris debuff.
The achievement is granted when
everyoneyou (personal) have Hubris when both bosses are down.

Defeat the Cauldron of Carnage while suffering from Hubris after drinking "Fireproof" Punch and "Shockproof" Soda in Liberation of Undermine on Normal difficulty or higher.

This is a solo-achievement, not raid-wide. If you personally have the HUBRIS debuff on kill, you get the achievement.
The two potions have a 1 minute shared cooldown and can only be used DURING The fight, so you cannot pre-pop them. You can drink them mid fight, but be aware you need at least a full minute for the CD to expire to drink the second one before the kill. As long as you have both buffs (that merge into the one HUBRIS buff) on kill you'll get the achievement.
Not quite - this is a personal achievement, no need for the entire raid to have the debuff for you to get credit.
