Talk to the [npc=238586] NPC just outside the stadium for [spell=1221293] then kill the Torq lieutenant ([npc=229287]) first. The buff should transform into [spell=467901]. Flarendo himself does NOT need to die after Torq, you just need to finish the encounter with the buff

If your raid group wipes during the boss encounter, you will lose the buff you earned from killing the mini boss and will not be able to complete the achievement during that run. I am assuming that you would also fail to obtain the achievement if you die during the encounter, but the rest of the group kills the boss, but have not tested this.
can't you only finish the encounter by killing both bosses?
