My 90th quest ended up being Outland Sucks! (quest giver is north of Thrallmar).
What's great is there was a follow-up quest afterwards, which, of course, I didn't need to do :D
One location that is noteworthy is the cave northwest of Thrallmar (51:31). Outside is a goblin that is good for two quests. Most players don't remeber this location or haven't ever done it since no quests lead here and it's kind of out of the way.
If you do this camp and all the other solo quests either leading to or starting in hellfire then you don't need to do the Shattered Halls key quest.
