can confirm that only work orders from crafting/small building contribute to this achievment. orders from mining/lumber/herbing wont contribute to this one. it will take some time to get this achiev.
I just always make sure my work orders are capped to 14.

Orders from Lumber DOES contribute to achievment. 119 to 124 work orders when i took 120 Garrison Resources.
I'm getting the same bug on the same character. I complete my work orders and sometimes it does or doesn't want to credit the completions.
