The best way to go to Commander Endaxis is to click on the navigation console on the "Vindikaar" and get teleported to the Shattered Fields. After teleporting, simply turn around and head up the hill where you will find Commander Endaxis to the left of the waterfall.

The closest other world-quest target on the Krokuun map is Commander Vecaya (Rare Elite), about 180 yards to the west.
