Currently impossible for Alliance players to learn how to make, without trading the recipe through the neutral AH. The vendor that used to sell this to Alliance players appears to have been removed with Cataclysm.

Nerfed like the rest of the "Protection-type" potions, like Holy, Fire , Frost etc
No longer does it last 60 minutes(you could prebuff in a bg or a tricky ecounter), but rather puny TWO minutes.....blizz just LOVES nerfing profs like Alch/engi...
