This is it, your next level of healing potions after Major Healing. These start dropping a bit once you start killing level 66-67+ mobs. Compared to the increase in stamina in The Burning Crusade, these seem less effective at 65 than major healing potions did at 60.
With the Buff from http://www.wowhead.com/?item=13503 the range of restoration of this potion is increased to 2100-3500 health.
As of some time, probably patch 3.0.2, the cooldown on these and (i believe) all potions starts after exiting combat, so only 1 per boss fight.
