Sounds like a good old fashioned world drop to me =)
This just dropped for me while farming Sunwell Plateau trash. SP trash drops A LOT of the BOE Epic recipes and rarely appears on the "Dropped by" list. The trash also drops several BOP recipes for blacksmithing, tailoring, leatherworking and jewelcrafting so it is worth farming on a toon with these professions. My method is to pull the first and second garden as well as the entire upper walkway, skipping the pathway to the first boss. I then kill everything and run out. I can usually do 10 runs in about 45 minutes.
