can't tell by map or blizz horrible directions but the quest turn in guy is in the canals not the mage quarter, (you enter "mage quarter running into his shop which tech. is in "mage quarter")
This was given to me as a 85 human warlock. It actually gave me a chance to see shadowfang without being drug around by a tank!

Travel there and obtain the tenebrous orb held by Lord Godfrey, the Book of Lost Souls, and the essence of the ghosts haunting the castle.
