The packages contain Marks of Sargeras (Aldor rep) or Sunfury Signets (Scryer rep) depending on which you choose.
Edit: Has other goodies like scrolls and gold too ^^
Obtainable once you reach Friendly with the Shattered Sun Offensive.
The same goes for:
Honored by Your Allies when you reach Honored with the Shattered Sun Offensive.
Revered in the Field of Battle when you reach Revered with the Shattered Sun Offensive.
Exalted Among All Combatants when you reach Exalted with the Shattered Sun Offensive.I believe these quests are comparable with the Netherwing quests, such as Rise, Overseer! and Stand Tall, Captain!, which you also obtain when you reach friendly/honored/revered/exalted.
Counts towards the Loremaster of Eastern Kingdoms achievement.
