TheWoWDBAs of right now, this quest seems to not be working. Bug report submission also seems to not be working.
I'm a level 50 shaman, landed in Dalaran, wind spirit shows up, Thrall says in say chat he has an urgent message, and then offers to quest.
Unsure what to do, if it's something I've missed, but it doesn't seem that way as I've just started and completed the class halls on 3 other characters without issue.

After getting portaled to Dalaran and receiving the dalaran HS, i got the quest from Thrall. good luck
As of TWW, if you roll a new character or boost one, you would need to go to Stormwind's quest board next to the bank and get the Quest Legion: The Legion Returns
This makes you go to harbor and allows you to skip the tale allowing you to get the Dalaran hearthstone and thus unlocking the first quest Thrall gives you for the campaign.
If you don't do that the elemental will call for you but you will be unable to interact with thrall.

Nobundo is right. Conventional tactics will not work against the Legion - the Broken Shore taught us that. We must scour the world for weapons to use against the Legion! The Doomhammer is missing and must be recovered. Rehgar and Erunak have some other ideas, as well.
