Those trying to complete this quest in Legion Remix, I do not believe that its available. I went through the entire class campaign up to getting the class mount, and Advisor Sevel just does not seem to want to hand over the goods. Might be a bug, or one of those things that leads to something not available in this particular game mode.

Description
