This quest unlocks the vendor [npc=53214]. He spawns after you start the second "faction"'s (Druids of the Talon OR Shadow Wardens) dailies, but the player cannot purchase his wares. The items have the red text, "Requires Additional Armaments Completed". He is affiliated with the Thorium Brotherhood, but I have not confirmed whether or not your standing with the faction affects his prices.

Confirmed: I am exalted with the Thorium Brotherhood and have [spell=83964] from guild level 24, and all of his stuff is 30% off the base price!
