It appears this quest is only available to Blood Elves. I did not get this follow-up after turning in the "Meeting the Warchief" quest as a Tauren.

By "each of the other major Horde City factions" he means: Thunder Bluff Orgrimmar Undercity Tranquillien is far from "a major Horde city".. (what's next, reputation with Crossroads?)
