I was confused at first, and had to figure it out.
Here's what you do:
1. Pick 4 Endmire Blossoms.
2. Turn them in to Morgan (/way 59.29 59.94 Morgan)
3. You will automatically mount a Docile Devourer.
4. Run around killing Animus Mites and Dread Gorgers, but also pay attention to the yellow bar at the bottom of your screen; it measures decreasing docility. To refill it, position your Devourer mount at one of the Endmire Blossoms and click the last button on your special action bar to consume the flower.
5. Repeat until your world quest progress bar is filled.
Same. It seems to be bugged in some way. Doesn't appear until you are there.
